Got this issue when I create a RKE2 cluster using Harvester. The node driver as required below is actually activated on Rancher. It can be downloaded directly from external networks.

have managed to fix that myself. It was an hairpin NAT issue that each pod in fleet-default couldn't reach its Rancher URL (public). Thanks @full-plastic-79795
