Got this issue when I create a RKE2 cluster using Harvester. The node driver as required below is actually activated on Rancher. It can be downloaded directly from external networks.
Failed creating server [fleet-default/test-pool1-f345f74c-ckwbz] of kind (HarvesterMachine) for machine test-pool1-776b4b6c45-p8fwg in infrastructure provider: CreateError: Downloading driver from <https://MY_HOSTNAME/assets/docker-machine-driver-harvester> Doing /etc/rancher/ssl ls: cannot access 'docker-machine-driver-*': No such file or directory downloaded file failed sha256 checksum download of driver from <https://MY_HOSTNAME/assets/docker-machine-driver-harvester> failed

have managed to fix that myself. It was an hairpin NAT issue that each pod in fleet-default couldn't reach its Rancher URL (public). Thanks @full-plastic-79795
