So...One of the things about learning too many technologies at once is the cross contamination of concepts. On the networking side, I have confused requirements for installing an HA RKE2 cluster with installing a Harvester cluster. I hadn't realized that Harvester is only looking for the management NIC and then partitioning it. Do I have this right finally?

If installing using ISO then node address and VIP address use same NIC - if you want to separate you'll need to provide a config file (and possibly install via PXE boot) https://docs.harvesterhci.io/v1.0/install/harvester-configuration/

Could I use the remote config option for that?
