Is there any chance this could be a Rancher configuration issue? I'm trying to eliminate Rancher as a cause since I haven’t made any configuration changes through it.

rancher isn’t responsible for deleting your job pods when the job gets deleted. that is the responsibility of the Job controller. which runs in the Kubernetes controller-manager, which is part of your hosted control-plane.
