Rancher is an application that runs in Kubernetes so you need a kubernetes cluster. Only one that I know you can install via RPM is RKE2. Once you have RKE2 cluster deployed you can install Rancher via helm
And yes - you can deploy RKE2 via RPM on bare-metal physical RHEL server
