When you use an IP pool, be sure to reduce the pool range to exclude all those IPs used by other devices, e.g. set a small range 192.168.1.10~192.168.1.20
Harvester does not include embeded DHCP server, when the IP is allocated from IP pool, Harvester will give each LB an IP from the pool.

Thanks @ancient-pizza-13099, I can understand that the reason for the network outage is that the harvester cluster requested all IP addresses from my DHCP server, resulting in IP conflicts, is that correct?

not 100%
we need to check logs and CRD objects; but aovid IP conflicts is a basic principal
