When I launch the command prompt as admin and try it works. I am using basic commands like docker ps . My question is, do we have to use as admin? Actual problem is I am unable to connect to the apps if I don't launch as admin.

No, the design of Rancher Desktop is basically that you shouldn't need to run it as admin. We would need to instead figure out why it's not working for you when not run as admin.
