That's a two-year old roadmap. https://github.com/k3s-io/k3s/milestones may be a more accurate place to reference as it is regularly updated.

I don't see anything about FIPS support on those milestones

FIPS modules are submitted to NIST for validation, which is a process that moves at glacial speed - so it’s not something that would be able to be added to a release milestone until that validation process is finished.

Kine (k3s etcd facade for sqllite, mysql, postgres) can be run standalone, then rke2 could use it as an external etcd backend ?

If kine isn't FIPS compliant/certified, would that still help you?
