I can't be certain and I haven't tested, but you will probably want to create an AD Group for this, then grant that group the permissions in "U and A" > Groups.

Good point. Let me give that a go; as long as the 2-users get RA privileges it will solve the issue.

That said, I just logged in as a different AD user (that is also in an AD Group that has Admin permissions though) and I can see the user that was created in Users when either Admin or the new Account login. And I can Edit and change the permissions there.

When I edit the user it does say it's a Standard User, but I have admin access with it as I'm in an Admin AD Group. So that's worth keeping in mind too.
