Usually this happens if Rancher Desktop has been run as root, and then as a regular user on a subsequent run. Is that the case? If so, please try to run it as a regular user to avoid problems like this.
Have you tried running that
chmod
command? If so, what happened?
Doing a factory reset never hurts either 🙂

Would be helpful to find out how that file became non-writable.
