At my org we use terraform+ansible to spin up our RKE2 cluster and import them into rancher, works like a charm

There are no plans to deprecate RKE1, but we recommend using RKE2 because it is more lightweight than RKE1. RKE2 is very similar to K3s but has more secure defaults.
