The number of build-stamped images will continue to grow over time as we improve our ability to regularly rebuild images to take advantage of base image security updates. When we do this, the version of the application built into the image does not change, but the build date (and base image package versions) do, so we update the build date embedded in the tag. We do this to make our shipping image tags immutable.
Short answer, you cannot avoid them.

Yes, the list of images required for each release is available in the .txt files for that release on GitHub, and that same list of images is packaged up and available as a compressed image tarball. This covered in the airgap docs.
