No, 1.20 is end of support. 1.21 is at most one patch release from end of support now that 1.24 is out.

Was not worth backporting the necessary fixes to take 1.21 GA when it was like a week or two from being end of support.

Note that these versions are for the clusters that are provisioned by rancher, not the versions that rancher is running on. Rancher can be running on 1.20 or 1.21 and provision downstream clusters on 1.22 or 1.23
