thanks. Ive seen github repos with terraform code to do this but cant find anything on it.

You could install RKE2 on the Linux VMs though, and connected them the same way you would at home. But you probably won't have LoadBalancer thingie, just more configuration

yes you can install RKE2 on Azure instances (VMs) either directly or provision from Rancher
