This is about HA for Rancher. How you make your Kubernetes cluster HA is a completely separate issue.
Use of SQL for HA is still supported for K3s, but that is the only Kubernetes distro where it is supported. For RKE and RKE2 you would need to use etcd.

For our RKE Rancher HA 3-node setup, we indeed use ETCD.
