no… .0 releases are never supported for prime. Paid customers must wait for .1 release to work out bugs before they can use a new minor.

I mean, won't there be a community release for version 1.8.1? Will the next version I can upgrade my cluster to from 1.8.0 be 1.9.0?

you’ve got it backwards.
when 1.8 goes prime, there will not be community releases of 1.7 any longer
when 1.9 goes prime, there will not be community releases of 1.8 any longer
and so on

Thanks for the explanation! I was confused by this highlight. It sounds more like "prime only version" than "community and prime"
