only on versions where traefik is default, is traefik in the default tarball. Traefik is only default for 1.36+. This is covered in the docs: https://docs.rke2.io/reference/ingress_migration

RKE2 is transitioning to Traefik as the default ingress controller for new clusters starting with RKE2 v1.36.
