Patch releases for the latest minor release are available to the community. This is currently 2.12. When the next minor version is released the previous minor version's patch releases will be Prime only. So when 2.13 is released only Prime users will be able to access newer 2.12 patch releases

ahh thank you. that explains it. I tried looking into pricing for prime back at the announcement, but there is no online prices.
