cattle would be Rancher. Is it using a name that conflicts with something Rancher is trying to manage? Look through the various rancher pod logs to see if it says anything.

Ah ok, we do run rancher for provisioning the cluster (custom-cluster). I did not find anything from logs in the cattle-system namespace. We do not use projects, but expect it might have something to do with that functionality. The name does not conflict. I will check logs from the rancher manager cluster.
