Questions: • Did you try clearing cookies/cache? • Are you going in via the Rancher UI (vs Harvester UI directly?) • Do you have a 3rd party storage disk attached to the VM?

Opened in a private tab, still the same I'm in the Rancher UI. Option is there on Harvester's UI. Maybe the Rancher UI + Harvester plugin is too new for my older 1.4.0 cluster

There are a bunch of bugs with the UI in older harvester where logging in direct to harvester bypasses the issue - Upgrades is one area that used to simply not work - think this happened to me in 1.3.X/1.4.0 - were on 1.4.1 and its a bit better. I think you'll likely get the "update fixes it" kinda response if your running older harvester/rancher - do check the compatibility chart too, I made the mistake in the past of not updating rancher to a version supported by both the versions involved in the upgrade. https://www.suse.com/suse-harvester/support-matrix/all-supported-versions/harvester-v1-4-x/
