Yeah you can just select an older version via the UI when you "Edit/Upgrade" under Apps too.

okay that bug seems like issue with Harvester integration I will have to test it on vsphere

fwiw, it provisions the VMs in Harvester correctly, but then just seems to never reach back out to give them a plan and initiate the bootstrap.
