I can access it from Rancher /dashboard/home there is 'Create' button above Clusters table

I found the menu i was looking for, i had to discover the cluster in rancher. I have to look, but there appears to be a bug. the two frames are overlapping each other. I see the issue in Chrome and Firefox.

You need to deploy a Rancher cluster and then import the hatlrvester cluster into it. Then, create a cloud credential. You’d then be able to provision downstream clusters using Rancher with harvester as a provider
