is there a way to provision a rke2 cluster directly from rancher to bare-metal nodes (as it used to work for rke with the registration command
sudo docker ....
)? as i understand documentation there seems no other way as to install the cluster and then import it into rancher. is this correct?

no - this is not correct
From rancher, there is a create button at the bottom there is "Use existing nodes and create a cluster using RKE2/K3s"
what version of rancher do you have?
and rke2/k3s does NOT use docker
