I'm doing firmware upgrades on my 1.4.2 cluster and wanted to test management node promotion, so I put one of the man nodes in maintenance and shut it down after doing the upgrade for 30 minutes. I was expecting a node to be promoted but that didn't happen. The one I thought would get promoted is in a different zone with no management nodes and has "ROLES: <none>". Is this expected?

It being down doesn't trigger a promotion, but it getting removed will.
