What we did for our VMs was to create a VLAN, then create a new VM network. VMs we create are added to this network only (not the mgmt one). We use the cloud config to set a static IP. The hosts are given access to that VLAN for debugging purposes or whatever could happen in the future. We use IP Pools and thus Load Balancers for things like balancing the Kube API Server across 3 kubernetes VMs or balancing webservers or anything of the sort.
