Did you try with the latest releases of all these providers? Also what is the Rancher version? For the Private CA you may have to update the

tls-ca

secret (doc). cert-manager is a requirement for CAPI, it has to be installed, normally clusterctl init should make sure of that. If you are trying to setup a CAPI management cluster however I recommend using Turtles instead and following this doc. The rke2 providers are normally installed by default, together with the core provider. You will have to add the Metal3 provider using the CAPIProvider resource once Turtles is installed.
