I don't think you can. Elemental nodes are managed by the elmental operator and a harvester cloud provider is going to be managed/setup by a different operator.
You'd have elemental fighting to keep the node in a blank default state, and the harvester provider trying to configure it for a cluster.

I think this would be the expected behavior if we create a Harvester cluster using Elemental images. However, what I am doing is to create an Elemental Cluster and select Harvester as the Cloud Provider. The fact that this is allowed by the Rancher UI suggests that it should indeed work. Therefore either one of this option being offered by Rancher or the Harvester Cloud Provider not working with Elemental nodes would be considered a bug, right?

I don't. I think it's out of scope for the product. They don't do what you're saying with Azure or other clouds.
