If I am understanding correctly, I guess the answer is you don't use an image URL if you are local. You set the image policy to Never because the image is already in rancher-desktop so there is nothing is no reason for Helm to pull anything.

Yes, that is correct. Otherwise you would have to run a local registry, and push images there, but that is a lot of extra work.
