I ended up needing to set the

KUBERNETES_SERVICE_HOST

and

KUBERNETES_SERVICE_PORT

env vars in Tigera Operator to point to the API server IP address (since both are running on the host network). This feels like a horrible hack and I'm wondering how this is supposed to work normally if we're just following the air gap install process
