We are currently in the middle of the release process and nearing the end where we'll uncheck the prerelease button on the 1.31.3 release. Should be later today or tomorrow at the latest.

release artifacts. is it possible to update https://update.k3s.io/v1-release/channels only after artifacts are published?

We are in still in the release process and nearly complete. When it is, all artifacts will be available. The release is currently not complete so not entirely available for use.

so if the release isn't complete, shouldn't update.k3s.io be updated only when it is?

That site is driven directly by GH releases. It is not supposed to serve pre-release releases, but it does appear to be doing so at the moment. Unfortunately that configuration is managed by the same team that owns the CI infra that is having issues.
