You don't technically need Rancher for this, as Fleet is used for pipelines and it's a standalone project, although there is a Fleet integration in the Rancher UI. If you need CLI examples, there are some here https://github.com/rancher/fleet-examples/tree/master/multi-cluster/helm, whereas if you would like the UI, you would install Rancher and go to Continuous Integration and look at the Fleet docs as a reference https://fleet.rancher.io/
