Are you for sure trying to specify the LB IP with the controller.service.loadBalancerIP ? Usually I don't specify the LB IP and the cloud provider auto allocates one from the available.

i tried it w/o LB IP and still shows pending

you're giving it a few moments ? the LB provisioning like that I've seen take 1-2 minutes (on AKS where I've done this)

yes waited a long time. BTW, I am not using GKE. I am deploying this on rke cluster with gcp instances

I think you need to have a managed K8s provider to get auto-provisioning of LB's from resources created inside your cluster.
