I have not tried to do that, but I believe it would the same as importing a downstream cluster into Rancher, as such you would use the Terraform Rancher2 provider.

just FYI, it was handy to me to know that Harvester includes Rancher, and you can (or at least could 6 months ago) technically connect the Rancher2 terraform provider to Harvester. There is also a Harvester stand-alone provider that is really good.
