So it seems like you're trying to have rancher create vms inside an adopted harvester cluster right?
So from inside Rancher, check to make sure there's the capi (Cluster API) webhook-service
The rancher cluster is listed as
local
by default

oh I thought the problem was going to be in harvester, yes, the is a local cluster. When I go there I just have one that says 'kubernetes'

Make sure you viewing all namespaces up at the top.

It's been awhile since I've messed with this maybe I'll jsut blow away the rancher and re-deploy

That's suppose to be managed by the Virtualization Manager plugin
which is built into rancher
Somehow it's missing, which isn't a good sign
you could try an upgrade to fix it, but it'd be safer to re-install

Host isn't in my zabbix system so I never even thought to check that and thought I was troubleshooting an issue with harvester, not the rancher itself. Thanks for pointing me in the right direction!
