If you do a system install, it will install into your

%ProgramFiles%

directory. If you user directory is on a different drive, then you could try installing just for your own user, and see if that succeeds.

I wrote some instructions on how to move the data files to a different drive Change AppData\Local\rancher-desktop on Windows · rancher-sandbox/rancher-desktop · Discussion #6296 but that assumes you have a successful installation first.
