I can only Edit Yaml on Global Roles, not Cluster or Project/Namespaces. Those are View YAML only

I think the final roles are stored on upstream > rbac > role > (projectid)-(roleid)

Found it with your info there. I found it in ClusterRoles, and that's where I edited it manually for the user, removing the double quote and leaving the single. Now the user can port forward. It will be a pain to modify it for each user that gets this role, but it's a solution for now. I'm on v2.8.2, so it may be a bug that has been resolved. Don't have the time to dig through bug reports right now.
