Rke and rke2 have basically nothing in common. I would encourage you to not expect direct parity between the two distributions.

Ok, it's not that I'm expecting everything to be the same, it's just that I'm re-writing a script so that it creates a RKE2 cluster instead of a RKE1 cluster and just want to make sure these differences are expected and that I'm not configuring the RKE2 cluster wrong.
