Maybe I misunderstood the question, but Harvester restarts the VM when the amount of CPU or memory is changed.

yep, you are right. But, it would be nice to add additional CPU/Memory to the running VM, like Hot-Plug Volumes(https://docs.harvesterhci.io/v1.3/vm/hotplug-volume). In Ovirt you can add without restarting VM, which is really nice feature.
