I have to say there is no easy way to enable cpumanager before 1.4.0, perhaps you can wait until 1.4.0 release ? In the future version 1.4.0, there's a feature related to CPU pinning. This feature includes an option that allows users to enable the cpumanager on each node. Once enabled, you'll see that the host label cpumanager will be set to true. Thank you.
