We do have a CAPI infrastructure provider in the works: https://github.com/rancher-sandbox/cluster-api-provider-elemental This will eventually work out of the box with Rancher Turtles, but there is not much active development on our side. The latest release is quite old and most likely broken. If you'd like to play out with it I'd recommend building it from scratch.
