when I run

git clone <https://git.rancher.io/partner-charts/>

manually from the container, I also get the same error:

Cloning into 'partner-charts'...
fatal: unable to access '<https://git.rancher.io/partner-charts/>': Insufficient randomness

That error is coming back from your crypto libs when initializing the TLS client for the connection to a HTTPS server.
