I found a solution, as the VM was created with Ubuntu 22.04 image, on 2nd Harvester I also tried, but on 1st one the VM was created on 27th of April, which means cloud image was created on 26th of April. Just now I tried with https://cloud-images.ubuntu.com/releases/22.04/release-20240426/ubuntu-22.04-server-cloudimg-amd64.img and it worked. From longhorn dashboard I saw that, checksum of my image was not identical as backed-up image. so my problem solved. But, at the same time, for others I hope it will be helpful.
