and can't speak to ibm's docs, but they may have a channel for the lab that offers specific config support

Just curious, Are these instructions publicly available?

k well that may mean you need to translate them to windows or linux. and the k8s prefs panel looks ancient so may be that their docs are just old.
if you need dockerd than you do that in the container engine pref panel
and PATH is in Application/Envrionment

What you are seeing in the PDF is the "first-run" dialog. It is only shown when there is no local settings file, which will be written the first time the app runs. On Windows you will not see the 
PATH
management setting because this is already setup by the installer (the tools are appended at the end of the 
PATH
in the registry). On subsequent starts you can modify the settings in the Preferences dialog, as mentioned by @wide-mechanic-33041.
