Wait a few days after Harvester v1.3.1 is added to the publich upgrade path.

I didn't realise it wasn't already. I'm just being to eager 🙂

Generally a new release is not added to the upgrade public repo immediately; instead you can manually create a new version object for it and trigger the upgrade.
