We haven’t updated the upgrade responder, so the “upgrade” button doesn’t appear. You can still manually upgrade the cluster by following the instructions here, Or just simply run the command against the cluster:

kubectl apply -f <https://releases.rancher.com/harvester/v1.3.1/version.yaml>

The “upgrade” button will show up.
