guessing you are on windows. the wsl2 nat model looks for an unused block on startup so it would be considered normal behavior. RD uses wsl2 so not in control of that feature. lots of folks have raised that issue to ms with no major changes. In w11 you can toy with https://devblogs.microsoft.com/commandline/windows-subsystem-for-linux-september-2023-update/ to see if mirrored meets your needs, but it can have its own issues
