the plan doesn’t go away when the upgrade is done. It’s just there now, it’ll be updated again the next time you upgrade.

OK, then how could I know if the upgrade finished ? I have "Upgraded=True" in "Conditions" at cluster management page. Is it a good evidence ? And how to get rid of "plan.upgrade.cattle.io/rke2-master-plan=", label , or it is harmless ?

the fact that its labeled means the plan completed successfully on that node. If you delete the label, the plan will re-run on that node again. If you delete the plan, Rancher will recreate it. These things are just part of your cluster now, as version management infrastructure.
