There's some restrictions on when the chart is visible. For example in 2.8 kube version and rancher version must satisfy those stated in the chart's annotations https://github.com/rancher/charts/blob/release-v2.8/charts/rancher-monitoring/103.0.4%2Bup45.31.1/Chart.yaml#L11

04/12/2024, 10:01 AMi can't speak for rke side, but the Rancher product i think is targetting 1.29 and 1.30 support in 2.9.0 to be in the community release in a couple of months
