That looks like an imported cluster, rather than a rancher provisioned rke2 cluster
b
yes, both import clusters

I'm not 100%, but probably expected. the advanced options aren't applicable to imported rke2 clusters

In the "Advanced Options," there are "Agent Environment Variables" where I specify the variables HTTP_PROXY/HTTPS_PROXY (my servers behind a proxy), without which the applications will not be displayed in Apps/Charts. If my proxy configuration changes in k3s, I can simply modify the variables there. In rke2, I can set environment variables for the agent only at the cluster connection stage. What should I do if I need to make changes? Also, please note that the display of Labels & Annotations in rke2 is flawed, and there is no way to add labels, while everything works fine with k3s in this regard. It seems to me that this is simply a bug.

Ok, that sounds like a bug / missing feature. Can you create an issue over at https://github.com/rancher/dashboard? As a workaround you should be able to supply the args via this link in your browser -
<rancher url>/v3/clusters/<cluster id>
