Update kubernetes first - you might have to do a bit of a leap frog. The lowest compatible k8s version for 2.8.2 is 1.25 https://www.suse.com/suse-rancher/support-matrix/all-supported-versions/rancher-v2-8-2/

It seems like I'm able to upgrade using 2.8.2. That admission webhook error comes up when I try to hit save on the version of K8s to upgrade to, but if I click save 3 times, the 3rd time it will proceed with upgrade. Very strange behavior.
