It could be, but it's hard to say for sure without extra information like what the network performance is expected to be between the Harvester hosts (how fast are the NICs and switches, etc)

There are a few tweaks you can perform on Harvester to improve the storage performance: https://harvesterhci.io/kb/best_practices_for_optimizing_longhorn_disk_performance/ Also, keep an eye on Harvester 1.4.x. One of the features under investigation is the adoption of the Longhorn v2 data engine (SPDK vs iSCSI). Looking at the Longhorn documentation, the v2 engine appears to vastly improve performance.
